Old Town Peoria Revitalization Plan
The Planning and Community Development Department is pleased to present the 2009 Old Town Peoria Revitalization Plan (OTPRP). The resulting plan is based on the culmination of over a year of extensive outreach and civic engagement led by Planning Staff and the Consultant team from Pacific Municipal Corporation (PMC). The OTPRP was adopted by the City Council on December 15, 2009.
The overarching purpose of the OTPRP is to establish the necessary framework and a multi-faceted approach to spur revitalization within the historic Old Town core and surrounding area. The OTPRP will utilize a twenty year planning horizon and should be viewed as a comprehensive and dynamic revitalization plan and implementation strategy.
The OTPRP is structured in a manner that outlines the broad vision statements and also drills down to the finer details of specific streetscape elements. The Plan is organized into six chapters that begin by outlining the purpose of the plan, setting the project area’s context, providing the community’s vision for Old Town and defining the perspective market potential. The last several chapters provide the specific components for revitalization followed by the methods of implementation. Listed below are a number of the Plan’s highlights:
a. The formation of a Circulation Plan that envisions a trolley or circulator system that will shuttle people in and around Old Town as well as to other core areas in Peoria such as Park West and the Sports Complex.
b. Recommended street improvements with an accompanying landscape and streetscape palette to foster area identity and a pedestrian-focused environment in Old Town. One of the steps to foster area identity is to replace and/or supplement street signage in the area with new Old Town District signs.
c. Prepare for the potential depression of Grand Avenue in the Old Town area (similar to the Glendale Ave crossing). This would allow for the physical extension of Osuna Park onto a deck over Grand Avenue and will provide for better pedestrian access throughout the area.
d. Creation of a “flex mixed-use” land use district that will accommodate a range of specialized uses including convention centers, new residential live-work spaces and/or hospitality uses.
e. Leverage multi-modal and “transit-oriented development” (TOD) opportunities along Grand Avenue, namely through the emphasis of a multi-modal transit station and potential commuter rail line.
f. Establish a commercial rehabilitation program coupled with a more robust façade improvement program to assist existing businesses with exterior renovations.
g. Utilize public/private partnerships to attract private investment in targeted areas in Old Town.
h. Outline sustainable development guidelines that will promote designs that incorporate both energy-wise technology and LEED standards.
i. Establish pilot preservation projects for historic sites in conjunction with the Historic Preservation Master Plan.
